Pennsylvania Insurance CE Requirements (2026)
What every licensed Pennsylvania producer needs to renew: a minimum of 24 credits of approved continuing education during each two-year licensing cycle, including a 3-hour ethics requirement added in 2025.
The requirement
| 24 total credits | Every licensed producer completes a minimum of 24 credits of approved CE during the two-year licensing cycle. Act 147 of 2002 set this figure; it replaced the older 48-hour requirement effective June 4, 2003. |
| 3-hour ethics requirement | Effective April 29, 2025 (Act 142 of 2024), at least 3 of your 24 hours each cycle must be Ethics-category CE. Producers licensed before that date have until April 29, 2026, or the end of their current license period — whichever is later — to complete it. |
| 2-hour flood requirement (P&C/personal lines) | Also added by Act 142, effective April 29, 2025: Property & Casualty and Personal Lines producers must complete 2 of their 24 hours in the Flood category, on the same timeline as the ethics requirement. Life/Health-only producers are not subject to this piece. |
| 24-hour carryover | A maximum of 24 excess credits may be carried over to the next immediate license period. |
| Miss it and the license ends | The Insurance Department terminates the license of a producer who fails to complete the 24-hour minimum during the cycle. The Department has only limited authority to waive CE, and typically does so only for military service or comparably documented circumstances. |
One course covers your 24 hours and the ethics requirement
Elite Training Academy's Comprehensive Producer P&C CE was approved by the Pennsylvania Insurance Department on August 4, 2026 for 24.00 credit hours (PA course #139966) in the Ethics and General categories, delivered as Internet/Self-Study under provider #159973. One sitting covers your full 24-hour requirement and satisfies the 3-hour ethics sub-requirement. It's $44.99 against the $100+ national providers charge for the same 24 hours, with lifetime access, an AI tutor on every lesson, and unlimited quiz retakes.
One thing this course does not cover: Pennsylvania has not approved it in the Flood category, so if you hold a Property & Casualty or Personal Lines license, you'll still need a separate PA-approved 2-hour flood course to satisfy that sub-requirement — Life/Health-only producers can ignore this.
How online self-study CE works in Pennsylvania
Pennsylvania approves self-paced online CE by instruction method, and ours is approved as Internet/Self-Study. You work through the course on your own schedule. When you finish, we file your attendance roster electronically at Sircon within the 10 business days Pennsylvania gives providers, so the credits post to your transcript without you chasing anyone. Course approvals and instructor verifications for Pennsylvania are administered by PSI on the Department's behalf.
Your own hours and renewal date live on your Sircon transcript at sircon.com/pennsylvania. Check it before you assume you're short — and again after you finish, to confirm the credits landed.
Frequently asked
How many CE hours does Pennsylvania require?
Licensed Pennsylvania insurance producers must complete a minimum of 24 continuing education credits during each two-year licensing cycle. The Insurance Department states plainly that failure to complete the minimum requirement results in termination of the license.
Does Pennsylvania require ethics CE hours?
Yes. Effective April 29, 2025 (Act 142 of 2024), at least 3 of your 24 CE hours per cycle must be in the Ethics category. Producers licensed before that date have until April 29, 2026, or the end of their current license period (whichever is later), to complete it. Our course is PA-approved in the Ethics and General categories (course #139966), so it satisfies this requirement.
Does Pennsylvania require flood insurance CE hours?
Yes, but only for Property & Casualty and Personal Lines producers (not Life/Health-only). Also effective April 29, 2025 under Act 142, 2 of your 24 CE hours per cycle must be in the Flood category, on the same completion timeline as the ethics requirement. Our course is approved in Ethics and General — not Flood — for Pennsylvania, so P&C and personal lines producers should plan on a separate PA-flood-approved course for that 2-hour piece.
When is my Pennsylvania CE due?
All 24 credits must be completed and reported before your license renewal date, or the license lapses. Pennsylvania producer licenses run on a two-year cycle and renewals are processed through Sircon. Check your own renewal date and posted hours on your Sircon transcript at sircon.com/pennsylvania — don't rely on a summary.
Can I carry extra CE hours into the next cycle?
Yes. Act 147 of 2002 allows a maximum carryover of 24 continuing education hours into the next immediate license period, so hours completed above the 24-credit minimum are not wasted.
Is online self-study CE accepted in Pennsylvania?
Yes. Our Comprehensive Producer P&C CE is approved by the Pennsylvania Insurance Department with an instruction method of Internet/Self-Study (course #139966, provider #159973). You study on your own schedule, complete the course, and we file your attendance roster electronically at Sircon within 10 business days of completion, as Pennsylvania requires of providers.
How much does it cost?
Elite Training Academy's Pennsylvania-approved 24-hour Comprehensive Producer P&C CE is $44.99 — well under the $100-plus national providers charge for the same 24 hours. Lifetime access, an AI tutor on every lesson, and unlimited quiz retakes are included.
